Question to anyone who understands how this works:

So the Senate confirmed Avril Haines as new DNI.
1- Does that mean Chris Miller is gone at that moment or is there a transition process?
2- Or, if military is actually in control right now, do we have two governments attempting to function at the same time...1 run by our military and 1 run by thieves, liars and criminals?
