There will be a large number of logistical dependencies assuming Trump is currently executing some complex Grand Plan. Some of these dependencies will be civilian, others will be military. For example, they may be waiting for a nuclear sub to get into some strategic positon until they act. They may be waiting for some new evidence to be examined before they act.
